(TGA) - Hi there
We are going to Bulgaria, Romania and Hungary in December. Is it best to take our foreign currency as Euro or US$?

It doesn't matter. The three countries are in Europe, but all of them have their own currencies and you cannot use either EUR or USD for payments there.
You can easily exchange both EUR and USD in any bank office, so its your choice.
