Here's a post from Sept. 15 on the forum topic "Horseback riding on the beach". Once the weather cools off the city allows the horses there:

Or since your bf is in the navy, you two could save yourselves a ton of money and go to the stables at the Oceana Naval air station. They offer guided rides on trails there for a considerable discount compared to the beach riding. And the great part about it is, the base is only a few miles from the oceanfront. so you could do your horseback riding and it would only take a few minutes to get to the beach afterward.

If riding on the beach doesn't work out for you (only allowed in the off-season), a GREAT place to go horseback riding in Virginia Beach is Calypso Run. The people there are laid back, professional, and helpful; they have beautiful horses, and trails you would never imagine exist in the middle of Virginia Beach! Their website is www.calypsorun.com
My daughter takes lessons there and we really enjoy the casual, relaxing atmosphere!
