The beach is kid friendly. In addition to the biggest sandbox you can imagine, there are play areas along the boardwalk (usually between hotels or at major entrances/exits between Atlantic Ave and the boardwalk). The play areas include fish to climb on, things like that. There is also a small amusement park at 15th St. You can rent bikes (including the family bike), visit the aquarium, play in Fort Fun at Mt. Trashmore, play miniature golf at all the various venues. There is free entertainment for all ages -- jugglers, face painters, magicians, and more, not to mention musicians. Ocean Breeze Waterpark is a fun place for kids.
As for pools, there are very few public pools. Many welcome guests of members. I don't know of any that are totally PUBLIC pools. You might check this website to see if you'd qualify: swim.com/swimming-pools/…

If your 4 year old enjoys adventure walks and exploring nature, consider a visit to First Landing State Park. There are 2 entrances, 64th St off Atlantic 5 minutes from the boardwalk area of Va Beach and Shore Drive (this entrance has a Visitor Center) which is about a 10 minute drive from the boardwalk. The park is filled with great trails, pick up a trail map at the park or online, the 64th St end has a nice sandy beach area on Linkhorn Bay, very calm, nice for picnic lunch. Bald cypress trees, mossy trees, occasional frog or snake, herons, pretty cool stuff. Check it out at www.dcr.virginia.gov/state_parks/fir.shtml
I've walked most of the trails so if you have specific questions, just ask.
